As part of a NSW Government review of energy laws and regulations, the Independent Review of the New South Wales Electrical and Gas Safety Regulatory Framework options paper proposes reforms to changing technologies and responds to the evolution of the energy system. The framework must also evolve to support efficient, fair and safe outcomes for people in NSW. 

That’s why we broadly supported the most substantial changes, while encouraging further consultation and clarity on implementation of some elements. Other key recommendations include that the Review: 

  • adopts the proposed framework to establish a consolidated Energy Supply Safety Act with streamlined regulatory responsibility; 
  • Ensure greater regulatory clarity on what constitutes a safe service to disconnect a consumer from the gas network, and; 
  • recommends stronger safety protections for installation and operation of consumer energy resources. 

What’s next?  

A final report will be presented to the Minister in October 2026. Our ongoing work on this process is part of our focus on updating electricity and gas regulation to ensure frameworks best support safe, efficient and rapid household electrification.
