The Central-West Orana (CWO) Renewable Energy Zone (REZ) is the first in a series of critical NSW Electricity Infrastructure Roadmap (the Roadmap) projects intended to deliver the energy transition for the people of NSW.
These huge projects need effective regulatory oversight to ensure they are designed, planned and completed as efficiently as possible, and support affordable energy.
That’s why we supported close scrutiny of Transgrid’s revenue proposal in our submission to the Australian Energy Regulator (AER), and highlight Transgrid’s failure to adequately engage consumer advocates.
In our response to the AER’s preliminary position paper on CWO REZ we encourage the AER to focus on:
- Regulatory depreciation and financeability.
- Capital expenditure and the Capital Expenditure sharing scheme (CESS).
- Revenue adjustment mechanisms.
What’s next?
We expect the AER’s final decision in early 2026, setting the revenue Transgrid can recover for the CWO Enabling Project. We will continue to engage in processes related to the development of the CWO and other REZs and the implementation of the Roadmap to ensure they support the most affordable energy transition for NSW.
