This submission responds to the Productivity Commission’s Draft Report, Electricity Network Regulatory Frameworks. Specifically the submission addresses four key areas, namely: 

• Incentive Regulation and the WACC (Chapter 5) 
• Ownership (Chapter 7) 
• Benchmarking (Chapter 8) 
• Governance and Consumer Engagement (Chapter 21)
