PIAC’s submission argues that whilst the Protocol contains essential human rights principles for homeless people in public spaces, its lack of accountability mechanisms undermines it’s effectiveness.
PIAC’s submission was heavily informed by StreetCare member’s experience and a related project to research policing of public spaces and particularly rough sleepers.
Our main considerations were the changes in the homelessness service space since the Protocol’s inception, namely the provision of Assertive Outreach, and the uptake of the Protocol by different signatories.
StreetCare members expressed support for the Protocol, but stress the need for accountability mechanisms, such as mandatory reporting requirements for all signatories. Our submission also called for signatories to develop frameworks which demonstrate their commitment and integration of The Protocol into their organisation structure, including the provision of trauma-informed training for all staff.
We urge any amendments to The Protocol address issues with it’s ability to hold signatories accountable to the principles and practices it promotes.
