PIAC’s submission examines the issue of access to technology, and lack of access to technology, and how this impacts the rights of people experiencing homelessness. This particularly relates to unreliable access to mobile phones, including internet data, and how this affects access to housing, healthcare, employment, and social inclusion.
The submission also discusses the potential for positive uses of technology, in the context of our ongoing Conflict Mapping and Archive Project.
PIAC’s submission raises the NSW Police Suspect Targeting Management Plan (STMP) as an example of the possible risks of AI-informed decision making, especially in relation to lack of transparency, lack of contestability and the potential for systemic discrimination in relation to Aboriginal and Torres Strait Islander people.
Finally, the submission takes a detailed look at issues surrounding access to technology for people with disability, including the risks of benefits from technology being undone when technology changes or is upgraded, and the need for binding standards in relation to accessible technology.
