Submission to the AEMC’s ‘Material change in network infrastructure project costs – draft determination

PIAC made a submission to the AEMC’s ‘Material change in network infrastructure project costs – draft determination’ (the Draft). The Draft sought to add clarity to the process for determining whether a material change in circumstances has occurred for projects under the Regulatory Investment Test and the subsequent course of action required.

Our submission broadly supported a joint submission by the rule change proponents, acknowledging that while aspects of the Draft address the issues raised, further changes are require. PIAC recommended further protections for the interests of consumers including improvements to governance of the process, earlier application of the rule to capture more projects and improved stakeholder dispute processes.
