PIAC made a submission to IPARTs’ Draft Water Regulatory Framework (the Draft). The Draft proposes a new framework for how IPART sets water prices and regulates water businesses, in particular the Draft proposed an updated framework centred on the “3Cs” – customers, cost and credibility.

PIAC was deeply involved throughout the development of the Draft. In our submission in response to the Draft we reiterated our recommendation for a more explicit and consistent focus on customers and the community, rather than just the customer, throughout the framework and its principles. We further commented on the use of incentives for water businesses and the proposed assessment framework, expressing broad support with some amendments to ensure consumer needs were prioritised.
