PIAC made a submission to IPART’s Sydney Water Operating Licence Review Discussion Paper and Draft Licence. We had previously made a submission to the Issues Paper stage of this process. 

We reiterated our position that further reform is necessary and required to legislate a direct billing relationship between tenants and Sydney Water, and that this should be a priority to progress in the period in between licence reviews. 

Our submission provided further justification and recommendations on why and how protections for victim-survivors of family violence should be more strongly prescribed in the operating licence. 

There are a range of promising outcomes for NSW households should the draft recommendations provided by IPART be finalised. These include greater transparency on how Sydney Water is supporting and protecting consumers, improvements in accessibility of information for consumers and climate change risk management.
