Submission to DCCEEW Redefining roles and responsibilities for power system and market operations in a high CER future

The JEC made a submission to the Department of Climate Change, Energy, the Environment and Water’s (DCCEEW) consultation paper on Redefining roles and responsibilities for power system and market operations in a high consumer energy resources (CER) future.

We opposed the suggestion that distribution network service providers (DNSP) should take on the new role of distribution system operator (DSO) on the grounds that they have little incentive to maximise the benefits of CER to consumers, their core business being to enable supply of energy via the network, and that they have little expertise regarding distributed resources.

We also argued that the role of the DSO, whoever it is, should be more circumscribed than what is envisaged by the Department. Most importantly, participation in markets should be left to retailers and aggregators.
