PIAC made a submission to IPART’s Review of Sydney Water Corporation Operating Licence. Sydney Water’s business cannot be defined narrowly in terms of the cost-efficient delivery of a monopoly service; it exists to fulfil multiple economic, environmental and public purposes. Therefore, PIAC considers that Sydney Water’s operating licence should reflect these ‘public good’ purposes. PIAC made comments on issues including the licence structure; licence context and authorisation; water conservation; supply services and performance standards; and customer and stakeholder relations.
