PIAC responded to the NSW Energy Savings Scheme – Draft Statutory Review Report. The Review considers whether the Energy Saving Scheme (the Scheme) is meeting its objectives, whether the objectives remain valid and whether the broad scheme design remains appropriate. PIAC found the objectives largely remained valid and that, although the Scheme mostly met its objectives and the broad scheme design remains appropriate, the Scheme currently provides little incentive for energy activities to be undertaken in residential properties. PIAC’s recommendations include creating Scheme targets for residential and low income household retrofits, expanding the list of eligible energy saving activities and introducing a factor to incentivise activities in areas of network constraint.
