This submission responds to the Australian Energy Regulator’s (AER) Draft Consumer Engagement Guideline for Network Service Providers (the Guideline). The Draft Guideline is being developed as part of the AER’s Better Regulation program. In the submission, PIAC notes that given the Guideline will not be binding, it is will be important that all Network Service Providers display a sincere endeavour to make network decisions that are genuinely informed by the views of consumers. The submission also addresses: how to achieve quality consumer engagement through transparency; the resources necessary for effective consumer engagement; and the timetable for reviewing the Guideline.
