PIAC made a submission in response to the Australian Energy Market Commission’s (AEMC) Consultation Paper, National Energy Retail Amendment (Bill contents and billing requirements) Rule. PIAC supports the goal of the rule change to deliver ‘simpler and more understandable bills for all energy consumers’ and ‘reduce market complexity while strengthening the ability of consumers to make informed decisions’.

PIAC outlines how rules 25 and 170 of the National Energy Retail Rules (NERR) could be revised to provide better information to consumers and proposes the rules be accompanied by a mandatory Australian Energy Regulator (AER) guideline based on principles and guided by stakeholder consultation. This guideline should be updated regularly to accommodate new technology, other innovations and community attitudes.
