Submission on Electricity ringfencing guideline

The JEC made a submission to the Australian Energy Regulator’s (AER) draft explanatory paper on the electricity transmission ringfencing guideline, version 5.

We support the proposed changes to improve the ringfencing of transmission network service providers (TNSP) from their related electricity service provider (RESP). Most significantly, we welcome the AER’s commitment to minimising the possibility of discrimination, not just its occurrence. Consumers are best served by functioning competition between service providers, and this cannot happen if procurers of services believe they may pay a cost for not selecting a TNSP’s associated entity for the provision of a given service.

We argued that in order to be effective, the ringfence must extend to staff, as well as information.
