Ellen Tilbury

Principal Solicitor, Strategic Litigation

Ellen Tilbury is a Principal Solicitor at the Justice and Equity Centre, overseeing our work on Disability Rights and contributing to our work on Energy and Water Justice. Ellen joined the JEC as a Senior Solicitor in 2015 and has been a Principal since December 2023.

Ellen leads a team upholding and improving rights for people with disabilities, by developing legal and advocacy strategies with disability advocates and disability rights organisations. The team’s focus is on issues including accessible transport and housing, and making the NDIS fairer and more accountable.

Ellen provides critical legal support and oversight to our Energy and Water Justice team, helping develop law and policy responses to climate change with a social justice focus.

At the JEC, Ellen has played a key role in several projects achieving systemic change, including exposing and challenging discrimination by insurance companies against people with mental health conditions.
Before working at the JEC, Ellen worked as a Legal Advisor to the Judicial System Monitoring Program Timor-Leste, an independent NGO working to improve the legal system in Timor-Leste. Ellen was also Senior Associate at Allens, where she was pro bono coordinator, and a volunteer lawyer at our Homeless Person’s Legal Service.

Ellen holds a Bachelor of Arts and Bachelor of Laws from Macquarie University, and a Master of Environmental Law from the University of Sydney.
