Submission to the AER’s Retail Electricity Prices Review

PIAC made a submission to the AERs retail electricity prices review and draft determination of default Market offer (DMO) prices 2022-23. PIAC strongly supports the function of the DMO in protecting consumers and helping to improve the operation of the retail electricity market in delivering for all consumers.

The draft better reflected the range of stakeholder perspectives and sought to incorporate AERs understanding of consumer vulnerability in assessment of the DMO. PIAC supported these improvements but highlighted the absence of a review of the objectives of the DMO and the circumstances where a default should be applied. PIAC recommended the DMO should apply in any circumstance where a consumer has not explicitly consented to an offer, or where the terms of the offer a consumer consented to have ceased or been materially changed.
