PIAC responded to the Energy Security Board’s (ESB) Post-2025 Market Design consultation paper. The paper considers various aspects of the energy market including thermal generation closures, resource adequacy, essential system services, scheduling and ahead markets, two-sided markets, Distributed Energy Resources (DER) integration and transmission access. PIAC focussed our response on the consumer-facing market design initiatives, namely two-sided markets and DER integration as well as transmission access.
We outlined our priorities for the energy system as a whole, and how consumers should be considered among market design work. We stress the importance of developing a market design that serves consumers, reflects their preferences and maximises benefits to them regardless of their nature of engagement with the market or level of disadvantage.
We made recommendations for how the two-sided market and the integration of DER should be developed to allow people to create value from their flexible energy use while ensuring they have access to affordable, reliable and sustainable essential energy.
PIAC recommended a whole-of-system planning and investment framework be developed to improve transmission access and the coordination and transmission and generation. We also recommend the ESB adopt PIAC’s Renewable Energy Zone model to reduce the costs and risks to consumers of transmission investment.
