PIAC responded to the Australian Energy Market Commission’s (AEMC) regulatory sandbox rule change consultation.

We support the proposed introduction of a set of regulatory sandbox tools that allow changes to the regulatory framework to be trialled in a manner that balances the potential to capture the benefits of transformation against the risks.

However, we stress several foundational issues must be resolved for the sandbox toolkit to succeed. The first is the proposed definition of ‘consumer organisation.’ PIAC does not support the proposed drafting as it would capture industry organisations as would be inappropriate. PIAC questions the need for including such a definition at all but offers alternate wording.
