The JEC made a submission to the Transgrid Project Assessment Draft Report (PADR) on upgrading its control room and technologies.
We noted that while we were convinced by Transgrid that the energy system system – and its operation – has become more complex, they provided no meaningful threshold of when this might impacts consumers’ interests. This failure to establish a clear cut problem in need of solving makes it impossible for us to support spending of consumer money.
We also expressed a preference for the cheaper upgrade option rather than the dearer, on the basis that in a case like this, transmission companies should prioritise ensuring minimum standards are met at least cost, rather than seeking to maximise net benefits.
