Submission on the Draft Decision: Review of Exemptions Frameworks for Embedded Networks

The Justice and Equity Centre led a joint consumer advocacy response to the Australian Energy Regulator’s Draft Decision on their Review of the AER exemptions framework for embedded networks. This submission was co-signed by SACOSS and the Tenants’ Union of NSW.

As organisations that have been deeply engaged in understanding and highlighting the consumer experience of living in energy embedded networks, we were extremely concerned by the Draft, the positions it asserts and the limited reforms it proposed.

We provided the AER with detailed feedback on the flawed engagement process for the Review that contributed to incorrect conclusions and draft recommendations. Our submission recommended a comprehensive reconsideration of the evidence provided to the AER and an appropriate revision of the Draft Decisions.

The JEC wants to see strong reform to improve outcomes and protections for consumers living in embedded networks, and demonstrated how the Draft in its current form is incapable of achieving those necessary reforms.
